GovConRx Senior Procurement Analyst

Tommy Benton is a former procurement and acquisition professional with 36 years of experience within the Department of Defense (DoD) and the US General Services Administration (GSA). He has also worked post-retirement as a consultant, instructor, and Federal Government contracting subject-matter expert. While a Senior Procurement Analyst within GSA’s Federal Acquisition Service, Tommy served as Chief of Policy (acting) in the Multiple Award Schedules (MAS) Policy Division and held Level III certifications as FAC-C, FAC-COR, and FAC-PPM. His duties included serving as a Chief of MAS Policy, where he developed and presented multiple training courses on the proper use of the MAS Program through online and classroom presentations. As a former DAWIA Level III Navy Contracting Officer and a member of the U.S. Navy Acquisition Professional Community, his experience includes contracting for Navy Ship and Submarine repair.

Prior to his Federal retirement Tommy’s’ professional roles also included Defense Acquisition University (DAU) Professor of Contracting, GSA MAS policy; business development; and training development. He still presents Acquisition & Contracting courses to federal civilian agencies, DoD, and private sector audiences. Tommy has performed a full spectrum of acquisition duties including acquisition planning, preparation of Statements of Work, source selection and evaluation, contract award, and post-award contract administration. 

Tommy possesses strong oral and written communication skills and is a proven communicator at all levels of the organizational structure. He has a specialized ability to interpret and explain complex acquisition policies, procedures, and regulations for acquisition personnel at all levels of the Federal government and government contractor communities. He is a self-starter, team builder, and public speaker, with a proven history of professional and personal accomplishments.
